Download recommended and run the .jar file to install. Mark sure to have java installed.

Download the forge mods, unzip and put them in you local mods folder. Typically C:\Users\[User]\AppData\Roaming.minecraft\mods on Windows.

Start your normal Minecraft launcher and choose Forge.
